I'm currently in the market for a used car, and found one that seems to meet my requirements in terms of options, mileage, etc. It’s a 2016 model with 33,000 miles and is certified pre-owned, which would give me warranty coverage through July 2021. The only thing that gives me pause, however, is the ownership history.

A used VOLVO 10+ years old might have been a good solid used car a few years back. However, some of the repairs on some of the under 5 year old Volvos that I have had in the fleet have been quite expensive. DITTO for the Saabs. They also can be real money pits.

You could probably manage to buy a car without giving up that info. But, that would mean leaving the car there until all titles and paperwork have been completed. That might be weeks. While you are worried about identity theft, so is the dealership. They aren't trying to steal your information, they are trying to make sure they don't get scammed.

This is interesting: I just learned of the FTC's Used Car Rule. The highlight, re: this topic, is that it "requires dealers to post a Buyers Guide in every used car they offer for sale." and "The Buyers Guide must tell you:" (among other things) "to ask to have the car inspected by an independent mechanic before you buy".
